Six-week training in the United States of America
From January 26 till March 8, 2019 the representatives of Kremenchuk Mykhailo Ostrohradskyi National University Denys Zagirnyak and Andrii Gladyr, who became the finalists of a highly competitive selection for the grant providing training in the field of research management, did a research training course within the framework of the University Administration Support Program (UASP), organized by the International Research & Exchanges Board (IREX), in Washington, USA.
UASP program is supported by the Carnegie Corporation of New York and provides complete financing of a six-week study in the United States, as well as the possibility of financing and technical assistance for the reform projects in the home universities of the participants after the termination of the program. UASP assists the development of the research management in the field of higher education in the chosen universities, provides the possibility for the study of the progressive experience of the best US universities by representatives of the universities of African and East European countries determined by the program sponsors. The main purpose of the training consists in the development and implementation of the plan of the reforms in the participants’ universities during one year since the termination of the program.
Ukraine was represented by two universities (Assis. Prof. Gladyr À.²., Assis. Prof. Zagirnyak D.Ì.) and East Ukrainian Volodymyr Dal National University (recotr D. Sc., Prof. Porkuian Î.V.). Besides, the representatives of the universities of Georgia (Ilia State University), Ethiopia (Addis Ababa University), Tanzania (University of Dar es Salaam), Ghana (University of Ghana), Uganda (Makerere University), Kenya (University of Nairoby), Senegal (University of Cheikh Anta Diop), the Republic of South Africa (Rhodes University, University of Cape Town), Nigeria (University of Ibadan), in total 16 participants, took part in the program.
The program started with a one-week workshop in IREX office, which consisted of a number of trainings (21st Ñentury Research Management, Research Governance, Research Ethics and Integrity, Enhancing Reputation and Visibility, Research Development and Career Support, Finding, Winning, Managing Sponsored Research, Crowdfunding, Knowledge Transfer, Intellectual Property).
The second stage of the program took place separately for each of the participants in a US higher educational establishment chosen according to their professional interests. The Florida State University (the city of Tallahassee) was the place of training for Andrii Gladyr, the University of Southern Maine (the city of Portland) hosted Denys Zagirnyak, and rector of East Ukrainian Volodymyr Dal National University Porkuian Î.V. researched the structure of management of the University of Wisconsin (the city of Madison). In general, 16 participants of the program visited 12 best higher educational establishments of the United States of America.
The last week of the program in IREX office in Washington was devoted to the presentation and correction of the programs of the introduction of the administration research reforms developed by the participants. The program organizers performed a panel discussion “Better Together? Working with Industry in International Research Collaboration”. Representatives of business and production, public organizations, embassies of the participant countries and educational establishments were invited. The First secretary of the Embassy of Ukraine in the USA Yegor Dubynskyi was invited to the event by IREX. He discussed the prospects of the further international cooperation with the program organizers and Ukrainian researchers.
By the results of the program Andrii Gladyr and Denys Zagirnyak became members of international professional organizations the Society of Research Administration International and American Educational Research Association, respectively; coordinated the plan of actions as to the further international work with the host party and the participants of the program.
