Scientific-practical workshop "Role of the legal clinic in the training of future lawyers"

Uzhgorod 25-26 March 2011. At the initiative of the social organization "Youth vanguard of Kremenchuk", Kremenchuk Mykhailo Ostrohradskiy National University, the social organization "The United Association of Transcarpathia law students" in the framework of the project Legal Clinic there was held a scientific-practical workshop: The role of the Legal clinic in the formation of lawyers-specialists. The workshop was held at the Uzhgorod National University. Delegations from Kharkiv National University of Internal Affairs (the outer branch in Sumy), Kremenchuk Mykhailo Ostrohradskiy National University, Koretsky Institute of state and law of National Academy of Sciences of Ukraine (Kyiv).

The meeting began with greeting words of Professor Fazykosh V.G., Vice-Chairman of the Transcarpathian Gromova A.O., and Head of Legal Department of the Transcarpathian Regional Administration Tsitsak V.V. They outlined the considerable importance of legal clinics in providing citizens with free legal services.

Vyacheslav Bigun, as future judge of the European Court of Justice, continued to disclosure agenda issues. His presentation "Implementation of justice: the role of legal clinics (experience comparative perspective)" provided a clear classification of legal clinics, specificity of their activities abroad, focused on the differentiation between categories of cases with the aim to solve them more effectively, and also focused on such problems as:
- Marginalization of legal clinics;
- Control of the students activity in legal clinics;
- Conflict of interest legal clinics and legal professionals;
- Lack of judicial practice;
- neglect of using the multiplier effect (V. Begun: "Clinics have to select the most high-profile cases such as Louisiana, where legal clinic, specializing on environment protection, helped to abolish the building project of Japanese factory for plastic recycling ... .. it`s really rewarding experience ...".

Professor, candidate of legal sciences, Buletska S.B. continued these specific problems. She outlined the civilian medical cases as the most underdeveloped in the legal field, which are absent in Transcarpathian Region at all! Pretty much attention was paid to the development of communication methods between clinic staff and citizens with reduce mobility and also incapable citizens. Such practice was implemented in Uzhgorod National University.

As director of the Rulemaking Center of UzhNU Law Faculty, assoc. prof. Lazur Y.V. expressed a number of initiatives as to the development of legal status for legal clinics and their joining the Centers of free legal assistance providing.

The real experience exchange was made during the presentation of legal clinics, where representatives of different regions revealed features of their activities, emphasizing their specific features. For example, Sumy Legal Clinic Legal Assistance is mostly specialized on cases with released prisoners, because of geographical factors and the large number of relevant agencies, which are fruitfully cooperating with clinic staff.



UzhNU Legal Clinic outlined a significant number of on-site consultations, due to dense population of the Transcarpathian region and the predominance of rural population. This Clinic also demonstrated a high level of innovation introduction; usage of modern information technologies to improve their own activities; creation of electronic libraries of the newly created website and because of that our site will become pocket assistant for people - as noted Silvio Marino, clinic consultant". Kremenchuk Legal Clinic "Legal protection", supporting their colleagues from Uzhgorod as to the development of Internet technology and prospects of virtual extension of advice providing, shared her own positive achievements in the organizational and logistical support of their work. The financial support of the Public Affairs Section of the U.S. Embassy in Ukraine, the clinic now can boast of holding long-awaited Internet, introduction the legal system "The League: the Law", creation the Internet-resource for online advice, hot line telephone and the possibility of developing their activities in informational area.



After a fruitful discussion of all problems and prospects of legal clinics, represented at the Round table, there were summarized the scientific workshop with the further development of specific proposals for improvement of legal clinics in Ukraine. - Providing the legal basis for legal clinics (using the experience of the Russian Federation);
- Cooperation among clinics, based on the development of own precedents on specific categories of cases;
- Introduction of specific legal clinics;
- Selection of high-profile and complex cases with the aim to highlight them in press;
- Expansion of Internet consultation;
- Practice of regular consultations on-site, promotion of legal knowledge, overcoming legal nihilism among the population.
